Team Description 
The Customs Team provides direction
and stewardship for exports, imports, and high risk propert. Specifically,
The Teams mission is to expeditiously export and import according to all applicable regulations,
policies, and procedures.
In performing this mission, the Customs Team seeks to:
- Support efforts to prevent the proliferation
of nuclear, biological, and chemical weapons;
- Support the preservation of critical U. S.
technological advantages;
- Save the Laboratory money wherever by applying
for duty-free entry and temporary import bonds when appropriate;
and
- Prevent the transfer of proliferation-sensitive
and weapons-related material and equipment to the general public.
The Customs Team was established in 1989 to ensure
the Laboratory was exporting material and equipment in accordance
with U. S. regulations. Soon thereafter, the Customs Team began clearing
imports through U. S. Customs for the Laboratory. In 1994, the Customs
Team was assigned to implement the Laboratorys High Risk Property
Program.
In addition to the functions described above, the Customs Team:
- Provides training to the Laboratory and the
DOE complex;
- Participates in committees and process improvement
teams to streamline requirements and cut costs; and
- Represents the Laboratory as a member of the
International Trade Council and participates in the Export
Control Coordinators Organization.
Customs Services 
- Export - Classifying and
licensing commodities, arranging transportation, registering
goods with U. S. Customs, setting up bonds in foreign countries,
and preparing export documentation. Note: Exporting includes
hand-carrying items abroad.
- Import - Clearing all imports
through the Port of Albuquerque, arranging for payment of duty
and taxes, applying for duty-free entry (when applicable), and
setting up temporary import bonds.
- High Risk Property - Reviewing
and approving requests for transfer or disposal of proliferation-sensitive
and weapons-related property.
Some exports require licenses from the Departments
of Commerce or State, the Nuclear Regulatory Commission, or authorization
from the Department of Energy. Commerce licenses are referred to
other agencies for approval and processing can take up to two months.
Most exports also require registration with U. S. Customs. In that
regard, requesters are encouraged to contact the Customs Team as
early as possible when it is determined there is a need to export.
